Referring to your expler telegram 10th June

in cypher I can make arrangements with existing opium farmers to continue for one year more present rentel

on condition that was they may boil 45 chests every month local con-

sumption and 15 chests for export under our permit

end that import, export, movement in Colony, export rew opium will be put under further restriction by means of Ordinance so as to prevent irregularity. As the present time is very favourable to buyer raw opium and leese of ferm I recommend with the unanimous concurrence of my Executive Council that the farm should be offered to tender for three years on condition that 540 chests annually may be boiled for local consumption, and that the number of chests to be boiled for export under permit should not exceed 180 chests in first year, 150 in the second year, 120 in third year. I estimate present local consumption at 45(?) chests and, as the population is increasing, the limitation involves

a decrease in consumption. I believe that any further decrease will drive Chinese to use morphis, cocaine. Control of legitimate sale of these articles perfe
